ANALYSISOur labeled inference. Falsifiers listed.

Our reading: the investigation was ended, not concluded. A forensic review of ledgers is not a criminal investigation, and it found what a ledger review can find: 45 findings, undisclosed conflicts across 30 entities, executives' hidden interest in the fund, and a partner that could not account for public money. The findings went to the Inspector General. The Inspector General has published nothing. The governor said he was satisfied within a week. The loan default was left open. Six months later the same agency sent $15 million of the same fund's money to a foreign venture firm. That is what a buried investigation looks like on paper.

The innocent reading

Inspector General ethics matters are often resolved without a public report, the statute makes investigative reports confidential by default, and since 2026 the office publishes none at all as a matter of policy [F16], so silence is the rule, not a signal. A governor accepting an audit he commissioned and moving on is normal. The Iron Nation commitment came from the 21 Fund but is unrelated to Elevate's default, and diversifying away from a failing partner is a defensible use of the fund.

What would prove us wrong

  • A published Inspector General disposition of the FTI referrals, whatever it says, including one the governor authorizes under IC 4-2-7-8(e).
  • A cured loan default with the repayment documented.
  • An attorney general or legislative inquiry that examined the Elevate findings and reported.
